How do multi-stage and heat pump thermostats decide when to bring in additional stages?

An older mechanical style thermostat (mercury bulb or snap acting) does not call for the second stage until the room temperature drops a few degrees below the setting. This means that the room temperature can be lower than the thermostat setting which is not an ideal temperature control condition.
